Tenure & Contract Terms
- Positions 1 to 4 (Dean, Hospital Director, Medical Director, Nursing Director): The tenure for these positions will be up to five (5) years.
- Other Positions: The tenure for the remaining positions will be three (3) years, subject to the terms and conditions prescribed under the MTI Act, Rules, and Regulations.
Detailed Eligibility Criteria & Responsibilities for All Positions
1. Dean (Saidu Medical College Swat)
- Qualifications: MBBS or an equivalent qualification recognized by PM&DC, with a higher qualification such as FCPS, FRCP, FRCS, US Board Certification, PhD in Medical Sciences, or an equivalent qualification recognized by PM&DC/HEC.
- Experience: Minimum of seven (07) years of administrative and leadership experience in managing a department, institution, academic unit, or program, with a proven record of teaching, research, and academic leadership at the national or international level.
- Key Responsibilities: * Functions as the head of the Medical College/School.
- Responsible for faculty recruitment, development, undergraduate and postgraduate medical teaching, and research.
- Reports directly to the Board of Governors (BoG).
- Handles all budgetary and financial matters relating to the medical college/school.
2. Hospital Director
- Qualifications: Master’s degree in Hospital/Health Services Management, Business Administration, Public Health, Public Administration, or an equivalent management qualification from a recognized institution. A medical degree recognized by PM&DC, in addition to a relevant management qualification, will be considered an added advantage.
- Experience: Candidates should preferably have at least seven (07) years of experience in senior management or leadership positions.
- Key Responsibilities:
- Holds responsibility for all non-clinical functions of the hospital, including finance, budgeting, ancillary services, building maintenance, Human Resources, Procurement, etc.
- Shall have no right to do institutional-based practice or any private practice.
- Reports directly to the Board of Governors (BoG).
3. Medical Director
- Qualifications: A medical degree recognized by PM&DC, with management and administrative experience. Candidates with higher qualifications such as FCPS, FRCS, MD, MS, or equivalent will be preferred.
- Experience: Candidate must have experience in senior management positions in tertiary care/teaching hospitals, a proven record of clinical excellence, and at least three years’ experience leading a major clinical unit in any recognized specialty.
- Key Responsibilities:
- Ensuring clinical excellence in all aspects of hospital function.
- Auditing clinical practice and developing new clinical programs.
- Developing the annual clinical budget.
- Reports to the Board of Governors (BoG). The position permits approx. 20% of time for scholarly activities or clinical practice in the appropriate specialty.
4. Nursing Director
- Qualifications: Registered Nurse (RN) with BScN preferably, MScN from a recognized institution with valid Pakistan Nursing Council (PNC) registration.
- Experience: Minimum 07 years of administrative/teaching experience in a reputable healthcare institution.
- Key Responsibilities:
- Responsible for all nursing functions, including training of nursing staff and ensuring adequate nursing staff for all clinical needs.
- Maintaining the highest nursing standards and performing regular audits of nursing functions.
- Preparing an annual plan and budget for the nursing department.
5. Finance Director
- Qualifications & Experience: * CA/ACMA with a minimum of 5 years of post-qualification experience in Finance and/or Accounts (previous work experience in a major hospital will be an advantage). OR * ICMAP certification, member of Institute of Cost & Management Accountants with at least eight (08) years of post-qualification experience in Finance and/or Accounts. OR * A Master’s degree in Finance and/or Accounts with at least eight (08) years of post-qualification experience in Finance and/or Accounts.
- Key Responsibilities:
- Coordinate and supervise all financial accounting matters of the institution.
- Prepare the detailed regulations and procedures for financial management for approval by the Management Committee and the Board.
- Advise the Hospital and Medical Directors and the Dean on all financial matters, ensuring transparency and fiscal probity.
- Prepare the Annual Financial Report for approval of the Hospital and Medical Directors and the Dean.
6. Director Human Resources (HR)
- Qualifications: MBA/MPA/Master’s Degree with specialization in HRM/HRD from an HEC recognized institution. Certification/membership in HR shall be an added advantage.
- Experience: Minimum 10 years of post-qualification experience in Human Resource Management, preferably in a tertiary healthcare institution.
- Key Responsibilities:
- The candidate must be familiar with modern human resource management techniques including HRMIS, Microsoft Office, and digital transformation of the HR system.
7. Chief Internal Audit
- Qualifications: Chartered Accountant/ACMA/FCMA/ACCA or equivalent professional qualification. Certified Internal Auditor qualification shall be preferred.
- Experience: Minimum 07 years of post-qualification audit experience at a senior level in a reputable public/private organization.
- Key Responsibilities:
- Lead the internal audit function of the institution and review internal controls for financial accounting management.
- Ensure compliance with regulations, policies, and procedures for institutional risk management.
- Act as Secretary to the Audit Committee of the institution and execute risk assessments.
- Functionally report to the Board of Governors through the Audit Committee and administratively report to the Hospital Director.
8. Secretary, Board of Governors (BoG)
- Qualifications: Master’s Degree in Management Sciences/Social Sciences or equivalent from an HEC-recognized university.
- Experience: Minimum 10 years’ experience in a relevant field, preferably in a tertiary healthcare institution.
- Key Responsibilities:
- Must possess strong English writing and computer skills, including drafting, office management, record-keeping, and coordination skills.
