The Financial Analyst Expert will be the core strategic anchor for evaluating the commercial and economic viability of Pakistan Railways’ modern expansion projects.

📋 Full Job Profile & Responsibilities

  • Data-Driven Forecasting: Analyzing complex financial data and market information to forecast macro-level business trends, industry shifts, and economic conditions impacting the rail sector.
  • Investment Strategic Planning: Preparing robust, actionable plans and models for capital investments using advanced financial analysis tools.
  • Project Viability Evaluation: Evaluating and comparing the long-term financial viability, net present value (NPV), and internal rate of return (IRR) of various railway infrastructure projects.
  • Risk & Sensitivity Analysis: Conducting meticulous risk assessments and sensitivity testing to determine how variables (like inflation, currency fluctuations, or material costs) affect project outcomes.
  • Ad-hoc Reporting: Undertaking other related analytical tasks assigned by the Project Director to support the Business Development unit.

🎓 Academic & Professional Requirements

  1. Required Credentials: Must hold one of the following qualifications:
    • Chartered Accountant (CA)
    • Association of Chartered Certified Accountants (ACCA)
    • Master of Business Administration (MBA – Finance)
    • Master of Science in Finance (MS – Finance)
    • MSc Economics or a closely related financial discipline.
  2. Education Threshold: A minimum of 16 years of education is mandatory.
  3. Accreditation: All degrees must be explicitly recognized by the Higher Education Commission (HEC) or the Pakistan Engineering Council (PEC), as applicable.

  • Experience: A minimum of ten (10) years of strict Post-Qualification work experience specifically as a Financial Analyst. Note: Experience gained prior to achieving the 16-year degree threshold will not be counted.

  • Identifying PPP Portfolios: Spotting, scanning, and identifying high-potential areas within Pakistan Railways that can be optimized through joint ventures and private sector investments.

03. Legal Expert (PPS-10)

The Legal Expert will protect the statutory and commercial interests of Pakistan Railways, ensuring all new commercial contracts and PPP frameworks are airtight and comply with federal laws.

📋 Full Job Profile & Responsibilities

  • Corporate Law Governance: Drawing from specialized corporate law knowledge to serve as the lead Corporate Law Legal Expert for the unit.
  • PPP Legal Design: Providing robust legal inputs, risk allocations, and compliance checks during the developmental and policy-drafting phases of new PPP initiatives.
  • Contractual Examination: Examining and vetting the legal aspects, liability clauses, concession agreements, and legal vulnerabilities of complex project proposals.
  • Dispute Resolution & Mitigation: Identifying potential or active legal gridlocks/ disputes relating to the PPP initiatives of Pakistan Railways and designing legally sound solutions to mitigate litigation risks.
  • Regulatory Compliance: Ensuring all project steps adhere to the Procurement Regulatory Authority (PPRA) rules and relevant federal/provincial statutory frameworks.

🎓 Academic & Professional Requirements

  1. Required Credentials: * Bachelor of Laws (LLB) OR Master of Laws (LLM).
    • Crucially, the candidate must possess a Specialization in Corporate Law.
  2. Education Threshold: Minimum of 16 years of education.
  3. Accreditation: The law degree must be awarded by an institution fully recognized by the HEC and the relevant bar councils.

  • Experience: Minimum Ten (10) years of verifiable Post-Qualification work experience specifically working as a Corporate Law Legal Expert.

Critical Contract & Salary Details

  • Contract Terms: The appointments are initially for a period of one (1) year. Extensions are possible on a yearly basis, depending on satisfactory performance or until the completion of the project.
  • Salary: Salaries will be admissible as per the Standard Pay Package issued by the Finance Division on 18th April 2022 (as amended from time to time).
  • Experience Requirement: Note that only post-qualification experience will be considered for eligibility.
  • Foreign Degrees: If you hold a degree from a foreign institution, you must provide an equivalency certificate issued by HEC/PEC.
